At the heart of CELCIS's permanence work is its absolute focus on the needs of the child. They want to see an end to the unacceptably long waiting times experienced by many looked after children. Their vision is that every looked after child in Scotland will be provided with a settled, secure and permanent place to live, quickly and with minimum disruption to their young lives.
