UN Committee adopts General Comment 27

The UN Committee has adopted a new General Comment on children’s rights to access justice and an effective remedy. It also confirmed that the next General Comment will focus on children’s rights and emerging technologies.

The adoption came at the close of the UN Committee’s 101st session on 28^th September 2026. During the session, members reviewed child rights progress in seven countries and considered a range of individual complaints under the Convention and its Optional Protocols.

Looking ahead, the UN Committee announced the theme of its next General Comment. General Comment No. 28 will focus on emerging technologies and children's rights, including artificial intelligence and other rapidly developing digital technologies.

Chair Sophie Kiladze said technological change is outpacing legal and policy frameworks, making it essential to ensure innovation supports, rather than undermines, children's rights. The forthcoming General Comment will build on the UN Committee’s recent work on artificial intelligence and seek to address the opportunities and risks that emerging technologies present for children.

It is expected that the text of General Comment 27 will be published in the coming weeks, with an official launch to follow once translations and a child-friendly version have been finalised.
