xPromise Bill passes at Stage 1

The Children (Care, Care Experience and Services Planning) (Scotland) Bill – sometimes referred to as “The Promise Bill” – was approved by MSPs on 14th January 2026. The Bill, which seeks to make changes to the children’s care system and who is responsible for planning of children’s services, will now move to Stage 2.
Together has welcomed the Bill and its commitment to ensuring children grow up loved, safe and respected in line with the UNCRC and The Promise. However, we have also shared concerns about areas that need strengthened – including the fact that some provisions of the Bill fall outwith the scope of the UNCRC Incorporation Act. The Education, Children and Young People Committee echoed this concern in its Stage 1 report, as did numerous MSPs during the Stage 1 debate.
The Minister acknowledged that certain provisions remain outwith the scope of the UNCRC Act, but that this was necessary to avoid legislative "clutter" in this instance. She reiterated that Scottish Government's intention is for all key legislation to fall within the scope of the UNCRC Act.
