Eurochild reacts to new Regulation to Prevent and Combat Child Sexual Abuse

Eurochild has commented on the European Council’s newly agreed position on the EU Regulation to Prevent and Combat Child Sexual Abuse (CSAR), marking a big step forward on rules that require online services to prevent, report and remove child sexual abuse material and solicitation of children. 

While Eurochild expressed concern about the removal of certain detection obligations and limited enforceability, they highlight positive elements adopted in the Council text, including: 

 

  • permanent voluntary detection rights and mandatory risk assessment and mitigation measures for online providers 

  • national oversight with authorities able to compel removal of harmful content 

  • three risk categories for online services with stronger duties for higher-risk ones 

  • obligations to assist victims with content removal 

  • creation of an EU Centre on Child Sexual Abuse to support implementation.  

 

They emphasised that the final law will be shaped in forthcoming trilogue talks with the European Parliament and Commission. Together with the European Child Sexual Abuse Legislation Advocacy Group (ECLAG), it will continue advocacy to ensure the regulation fully protects children across Europe.
