The Human Rights Measurement Initiative (HRMI) is delighted to launch its latest data for the United Kingdom, informed by insights from over 500 global respondents in the 2025 annual survey. 

The United Kingdom scored 78.3 on Quality of Life when measured against the 'income adjusted' benchmark. Compared with all other high-income countries, the United Kingdom is performing close to average on Quality of Life rights.  

The UK's Safety from the State score was 7 out of 10, suggests that a significant number of people are not safe from one or more of the following: arbitrary arrest, torture and ill-treatment, forced disappearance, execution, or extrajudicial killing. This performance is close to the average among five high-income OECD countries for which HRMI has civil and political rights data. 

Additionally, the UK's Empowerment score was 6.6 out of 10, this score suggests that a significant number of people are not enjoying their civil liberties and political freedoms (freedom of speech, assembly and association, democratic rights, and religion and belief). 

Compared with the small group of 5 high-income OECD countries we have civil and political rights data for, the United Kingdom is performing close to average on empowerment rights. 

 

This data can be used to highlight areas where the UK Government can improve in meeting its international obligations. It can also be used to strengthen advocacy by including in reports and campaigns with other evidence.
