xOpen letter to the UN Secretary General ahead of the 2025 annual report on children and armed conflict

General measures of implementation
A group of non-governmental organisations, including CRIN, is calling on the United Nations Secretary-General to publish a full and accurate list of parties responsible for serious violations against children in conflict zones.
The appeal comes ahead of the 2025 Annual Report on Children and Armed Conflict, which includes annexes naming armed forces and groups that have committed grave violations such as recruitment of child soldiers, attacks on schools, and killing or maiming of children. The UN’s Monitoring and Reporting Mechanism (MRM) plays a key role in collecting evidence in conflict settings, often at great personal risk to those involved. If the final list of perpetrators does not reflect this verified data, campaigners warn it could undermine trust in the process and weaken efforts to protect children.
The organisations are also urging the UN to only remove groups from the list if they have fully followed through on promises to stop violations and have shown at least one full year without reoffending.
