Launching in four countries – France, Ireland, Portugal and Romania - this project uses data collection, monitoring and child rights based indicators to identify the proportion of children placed in residential care compared to those placed in formal family-based care. This work aims to monitor the extent to which children in alternative care receive high quality, inclusive, family and community-based care.

Researchers are now engaging with EU and Member States to include these rights-based indicators on children in alternative care into countries’ National Action Plans and the EU monitoring framework for the European Child Guarantee.

Data collection, monitoring and child rights-based indicators are all issues we highlight in Together’s State of Children’s Rights Report for 2022, which can be read here.
