Together briefing on draft statutory guidance for Children & Young People (Scotland) Act

Together produced a child rights briefing for the consultation on draft Statutory Guidance for Parts 4, 5 and 18 (Section 96) of the Children and Young People (Scotland) Act 2014, and used this to inform a response to the consultation.

The draft Statutory Guidance focused on Part 4 (Child's Plan), Part 5 (Named Person) and Part 18 (Section 96) (wellbeing) of the Children and Young People (Scotland) Act.

Together's child rights briefing was based on the general principles of the UN Convention on the Rights of the Child (UNCRC) and focused on the following key recommendations for the Scottish Government:

• To produce national practice guidance in order to help ensure consistent and coherent implementation of the Act;
• The need for a robust wellbeing indicator framework to inform the assessment of wellbeing, which is required through numerous Parts of the Act;
• To undertake a Child Rights and Wellbeing Impact Assessment (CRWIA) on the draft statutory guidance, and
• To ensure that greater recognition is given to children in need of more support in order to access equal opportunities, which is crucial if the Act is to achieve its aim to 'make rights real' and 'get it right' for every child.
