The new General comment No. 14 (2013) on the right of the child to have his or her best interests taken as a primary consideration (article 3, paragraph 1) is now available on the Committee's web site.

General comments provide an authoritative interpretation of the rights contained in the articles and provisions of the Convention on the Rights of the Child.

The main purpose of a general comment is to promote implementation of the UNCRC and assist States parties in fulfilling their reporting obligations. They are based on the Committee on the Rights of the Child's experience in monitoring State party reports.

There are currently 17 General Comments of the UNCRC.
