The report analyses the 1159 responses received to the consultation on reforming hate crime legislation in Scotland.

Of the responses received, 1051 were from individuals and 108 from organisations. The report highlights that individuals and organisations often had differing views and perspectives on the issues under consideration. Most organisations responding viewed hate crime law as important for protecting vulnerable groups, whilst many responses from individuals raised concerns around the interaction of hate crime laws and freedom of expression.
