Scottish Government is seeking views on potential changes to the criminal offence of cruelty to children and what constitutes child abuse and neglect

The consultation aims to reflect modern understandings of what is deemed as child abuse and neglect, including making it explicit that the offence covers 'emotional harm.' Views are also being sought on the offence of sexual abuse of trust and whether the existing definition of a 'position of trust' should be widened to include all role in which an adult may have particular power, influence or control over a child.
